Decker previously served as NAREIT president, and was at the helm of the association when the 1986 Tax Reform Act was passed.
Decker remarked that at the time of passage, the REIT model was not very well known, nor well-established.

Congress has approved the Protecting Americans From Tax Hikes (PATH) Act of 2015, which includes significant reforms to the Foreign Investment in Real Property Tax Act of 1980 (FIRPTA).
U.S. House Ways and Means Committee members Reps. Kevin Brady (R-TX) and Joseph Crowley (D-NY) introduced legislation April 30 intended to provide relief from the Foreign Investment in Real Property Tax Act (FIRPTA).
The measure was co-sponsored by 14 Republican and eight Democratic House members.
